A doctor in Manchester has been arrested and accused of sexually assaulting a juvenile patient. Manchester police said Dr. David Vargas Lowy, a pediatric neurologist, was arrested Wednesday after a months-long investigation. Police said they received a report in September that Vargas Lowy allegedly assaulted a patient during an office visit. He is being held at the Valley Street Jail until his arraignment.
