Attorney General says Hampstead Police were justifed in non-fatal officer involved shooting

CONCORD, N.H.- The Attorney General’s office has determined that two members of the Hampstead Police Department were legally justified in using deadly force in a 2024 incident involving an armed induvial.

According to investigators Deputy Chief Adam Dyer and Detective A.Scott Randell were justified when the pair shot and wounded Robert Boulter,51, on March 18, 2024 during an incident at 42 Oldham Road as officers on scene were responding to a reports that Boulter was saying he was suicidal and would shoot any police who showed up at his home.

From here authorities say the situation intensified after police heard a shot coming from inside the home and were then met by Boulter who stood on his porch pointing an AR-15 rifle at officers and ignored numerous orders to drop his weapon which led to police firing their weapons wounding him.

Once disarmed Police say Boulter was immediately transported to an area hospital for medical attention and charged with reckless conduct.
